the bottom rotating arm keeps plugging up, it seem...

the bottom rotating arm keeps plugging up, it seems it can not be taken apart to clean, when the holes are plugged it does a very bad cleaning job, I try to remove the dirt with a pin, wich dont work to well. any sollutions?
