I have a 1997 740 IL and the steering wheel is loc...

I have a 1997 740 IL and the steering wheel is locked. Please tell me why this is happening? The car cranks up and goes back and forward but steering wheel will not turn to the right or left. Already checked the power steering fluid..What do you think is the problem?
