craftsman weed wacker will not start, put new gas ...

craftsman weed wacker will not start, put new gas mixture in( 40-1), installed new spark plug, pump the little gas ball, set to full choke, hold down throttle and pull the cord( many many times) will not start, WHY? This problem has persisted through the years but it would always go.
