does the head stock on a delta 46-700 wood lathe swivel?

5 Yes, see page 22 of manual....."loosen the headstock locking screw located directly underneath the headstock with a wrench...loosen just enough to move the headstock to the center of the lathe bed. Turn the headstock 90 degrees clockwise so that the spindle will face outward. Tighten the locking screw in outboard position.
