My heat pump fan outside will not come on when compressor comes on. There is a flashing red light inside the compressor that flashes 3 times consecutively. I had the freon leak fixed. Turns out it was the evaporator coil. I had it replaced. The unit was also short cycling before evaporator coil was replaced. The fan was replaced before, about 90 days ago, brand new.
