How do I know if it works?...

Can the batteries go bad? Charger light does not turn green - stays red - is there a way to test it?

5 I have no light operating, nor any result when trying to charge. I've had this for about 18 months, not used it more than 3 times - have no clue as to if the problem is the charger or the batteries have had it. Help? Ideas?

0 Once they are in the charger, and the charger is plugged into a power outlet. The lights. Do they turn on when the battery is charging? Do they turn off when charged? What does it mean if the lights turn off-on-off repeatedly?
