My biscuits donot swels up while baking in microwa...

My biscuits donot swels up while baking in microwave oven and are hard to eat. Cokking is in microwave = convection for 15 min or microwave for 8 mins after preheating for 5 min at 180 degree centigrade. kindly give clues. even use of baking powder is of no help.
