Question About Jonsered LT2216CM
Starter not turning...

I have a Jonsered LT2216 CM ride on tractor mower, starter motor is not turning or engaging, battery is fully charged, safety switches appear okay, have measured 8V on cabling to starter motor, lights not working either ?
