Washer goes "sounds" as if going through most all ...

Washer goes "sounds" as if going through most all cycles (e.g., filling/draining water, pausing, etc.); however, it is NOT spinning and I question whether it is agitating in the wash cycle. There is a "burning" smell and screeching sound when it gets to the spin cycle. What is the problem?
