changed the water pump impeller can't get driveshaft & shift shaft to mate/engage to install the lower unit

0 hopefully your lower unit was in the forward gear when you took it apart. try turning the flywheel (by hand or with the pull cord) a little bit while you push up lightly on the drive shaft. the gearing on top of the shaft will then mate.
