How do I break loose the hex bolt on the bottom of my rockwell 330 sander?

0 Here's how I did it. Remove the foam pad. In the metal base there is a 3/16" hole about 1" from the center. Rotate the counterweight until the flat section is beneath this hole. This will allow you to drop a pin through the hole which will jam the counterweight and shaft.
