Is there a way to adjust the gas flow on the burne...

Is there a way to adjust the gas flow on the burners and oven? Oven is not heating to correct temp and burners have no "Low" setting they just seem to be High or Medium and then blow out. We have asked base housing to adjust and that clown says there is no way to do it.. This is a brand new stove.
