I have this Robertshaw 8400 thermostat and replace...

I have this Robertshaw 8400 thermostat and replaced the batteries a week ago, and it is winter here and it is not working like it should,the filter is a new one and as for now it says 73 f and bottom says 74 and it says clean filter all the time and what does it mean by end
