I have Kenmore Intelliclean vacuum cleaner, 116.35...

I have Kenmore Intelliclean vacuum cleaner, 116.35922500. I looked up the owner's manual, but it doesn't have any troubleshooting information. The bar at the bottom is not turning. I know this vacuum doesn't have a belt. There is something wrapped around the bar and I need to know whether or not I should cut it off or should it be there.
