should we remove the steel tray near the bottom (inside ) of the freezer when cleaning and defrosting

2 I have had ongoing problems with this freezer. The bottom keeps freezing over and ice builds up, eventually creeping towards the door. I have had numerous servicemen out to fix it. They either replace the aluminium stick in the hole or the thermostat. This freezer is getting expensive to run.....
