BIND PROCESS FAILED
Explanation: A binder API request, identified by function, failed. Building of the
APPLICATION RESTART CONTROL (AR/CTL) for VSAM file table in a
partitioned data set/extended (PDS/E) library could not be completed. The meanings
of the function, rc, and rsncode values can be found in the appropriate DFSMS
program management manual.
System Action: Transaction ARCB issues an equivalent message.
